The only reason i say use that type of caulk is because it lasts so long in a bathroom application. I would agree to use paintable in other areas, yes but I just don't see them lasting around a tub or backsplash or any high moisture area. This is just My opinion. And yes I am a painter.

I guess I should answer your first question. Use the 100% silicone after the paint dries.
If there are other ares that need caulk that can be painted use a paintable caulk as John Q Painter Implied.
