The answer to the first part of your post is easy. You can put latex paint or over oil based primer. The second question is loaded......but a couple of things as I see it......Time and materials is what it comes down to.Pinpointing the time is where you win or lose.To have accurate time estimates you must know what you are going to put where and how many coats.Learn to tell oil from latex on site!!! Notice details. If the room is up 2 flights of stairs and a piano is against the wall, add to the estimate.I wish that there was a DIY forum when I started,it would have been a lifesaver. If you have questions on your new business get back here with them. With DIY you have an "expert" at your fingertips.....Mike
