I am redecorating a small bedroom and plan to paper the lower half and want to put a chair rail around the top of the paper - but am concerned about the corners and joining pieces - been looking a website to help me with no luck - would appreciate any advice

Search the Woodworking Projects forum for the post FAQ /newbie resource then open it. There are links to the general processes for installing mouldings there. I think "crown moulding" explains coping. The easy way to do this is to flush cut one end and cope the other. Otherwise both ends must be mitered. Another post within that forum you might find useful is Look free woodworking plans. Search for free. With in that post are links to woodworking free plans and one to useful information.
