We lived with our lovely chartreuse for 11 years, but now it's gotta go. It is a high gloss paint. What do I need to do to prep it for painting? Is TSP enough, or do I need something else?

Depends, if it is an oil paint and you are going back with oil then clean as you said, sand lightly and repaint.

If it is latex over latex, same thing.

If it is oil and you are going back with latex, then you need to clean it, lightly sand and go over it with a quality primer, lightly sand(with 220 grit) then paint.

After sanding and before painting, you can use a latex paintable calk and calk any noticable cracks or joints wiping smooth with a wet finger and removing excess with a damp cloth. Be sure to let caulk dry before painting. Do not sand caulking.

For best results go to a pro paint store for the primer and paint. Quality paint and tools are essental.
