Painting over Varnish

I have a Bay Window over my kitchen sink. the previous owners varnished the window frame with a dark finish. It sticks out like a sore thumb. I want to paint it the same as the kitchen walls.

Do I need to complete strip the varnish or stain?

No need to strip the finish although you should scuff sand it first, then use a solvent based primer followed by 2 coats of your choice of enamel.

Sanding between each coat will give a slicker finish, don't forget to remove the sanding dust. You may want to caulk all the joints in the wood, the cracks tend to show more when painted.
