What is the purpose of Primer

Okay...aside for prepping old surface so it adheres, making the surface color uniform, etc etc.

If I prime, and then paint, and then *topcoat*.

Or in my scenario, what if I have done the above, its' been 3 months and I just want to topcoat with the same color paint.

What spurned this question is this scenario -
painting wrought iron gates.

Primed, painted, and then did another topcoat
There are areas of gate that have been replaced and is pretty much in good to great condition. The surface is smooth as I did not take a grinder to it at all. Paint is very uniform, etc. I just want to *topcoat* to add back the gloss in the paint.

In this scenario, would primer be need or not ?
Exterior application. Using Rustoleum Pro Line (red rusty primer) and gloss black enamal paint.

If the new iron has paint or primer on it - you don't need to reprime. If it's bare metal - use a primer first.
