Sticky Paint

A small section of one my windows has a sticky paint. They are just over 1 year old and I painted this particular window last fall with interior latex paint. The windows came primed from the factory. What could be the culprit here?

I suspect you used a sub standard latex enamel. The cheaper latex enamels are prone to sticking when pressure is applied.

The fix would be to sand it down [you don't need to sand it all off] and apply one of the following. Top quality latex enamel [expect it to take a week or so to reach maximum hardness], a waterborne enamel [my favorite but it is the most expensive ] an oil base enamel, or flat latex paint

I don't think you are understanding what I said. The sashes are not sticking to each other. The surface of the paint is sticky. Perhaps "tacky" would be a more accurate description of what is going on. As if the paint has only begun to dry. The only pressure I am applying is lightly touching it with my finger. I used Behr Premium Enamel interior paint. I'm sure it's not number one quality in paint, but it isn't the worst.

Maybe a contaminate that was on the sash prevented the paint from curing

If it's just on 1 window, I'd try sanding it down and apply another coat and see how that fares.
