removing mold on basement walls

Our basement has concrete block walls which already were painted years ago. My wife and I would like to repaint the walls, however, near the base of the wall there has been some mold/mildew build-up. What is the most effective way to remove this before we paint? Thanks!

A solution of 1.5 cups of bleach mixed with 1 gallon of cold water in a spray bottle or applied with a sponge, let this stand for 15 minutes. Then rinse it with clean water and thoroughly dry. I would also wash the walls with TSP (found at most paintstores) prior to painting, follow the directions, for more wall washing tips go here: http://doityourself.com/patch/prepaint.htm

I would recomend priming the walls with a block filler prior to painting also, it is formulated for block walls and is a lot thicker than normal primers to help seal and fill the pits, you need to roll the block filler on with a 1/2 inch paint roller, if they are not already painted. Be sure to fix any water seepage before painting.

I see that you did mention they were already painted, block filler is probably not needed. Primer (like kilz) only if there are stains that might bleed through.
