powder room

I am considering painting a very small powder room with heigh ceilings (it is located under a stairway) taupe and black divided by a chair railing painted in white - taupe on top and black on the bottom. The pedastal sink and toilet are white. I want it to be dramatic but not tacky. Will this combination work with the room.

Remember that dark colors recede and light colors come forward. With such a tall ceiling do you really want to cut the room up that much? If you want to be dramatic why don't you use texture or even use the ceiling to your advantage and do whats called trompe l'oeil. It means to fool the eye. You could do a day or night sky. With the room being under the stairs I am guessing that the ceiling is slanted. Do the sky on that part only and paint the walls one color, even the chair rail. If you make the chair rail a different color it will define the size of the room and give a closed in feeling. You could extend the sky down somewhat and create a jungle scene.
