Unhappy

Help! We live in a brick home with plaster walls, the paint in the bathroom on the outer wall by the toilet peels off every winter from the steam in the bathroom. Last summer we took off the old paint, cleaned and primed it really good but it still peels. We even use the exhaust fan in the bathroom for the steam but that doesn't help either. Any ideas?

yes, we used an oil primer which the paint store suggested, and I always use top quilty paint, not the stuff you find at Kmart.
