Welcome to the forums.
First, talk to the contractor - if he's reputable, he'll work to make this right.
Second, do you know what kind of paint was there initially? Did you contractor use a primer? What kind of paint did he use? How long has it been since the paint was applied?

It can take a week or so for latex enamel to completely cure. What prep did your contractor do? is he a pro painter? or a handyman? something else?
Proper prep would have consisted of, sanding, solvent based primer if switching from oil base enamel to latex or waterborne, light sanding and then the finish coat. If 2 coats are needed, you'd sand lightly between coats. http://www.doityourself.com/forum/pa...t-repaint.html
