Primer Necessary?
Going from a medium mint green to a sky blue, is primer necessary? If so will the primer paint gallon do it? Or one at a time. Thank You in advance for any help.

As long as you're going from latex to latex or latex to oil paint, you should be fine without a primer (in my head, medium green is not very dark). That said, are you trying to cover any stains? If so, a sealing primer would be a good idea.
Personally, I do not use the primer and paint combination products, I stick to each separately.
From where are you getting your paint? Better products and service tend to come from paint stores than paint departments in larger stores.

Thank You for the quick response. Latex to Latex, there is some border that was painted over put still seems to bleed thru the green. Should I just get a quart of kilz to cover the border, and go over the rest with paint?

The new latex paint will dry slower over the primer but once it's dry it should all look the same. If there are any coverage issues a 2nd coat of paint will fix it.
Is this border a wall paper type border? or stenciling?

It's not a great idea to paint over wallpaper but the more paint that has been applied to it, the harder it is to remove. Assuming the border is well adhered, I'd add a little bit of joint compound at the edge of the border to help make it disappear. The j/c will need to be primed but if that's the only thing needing primer and you don't already have primer on hand - you can get by with thinning a little bit of the finish paint [about 10%] and using it to prime the j/c.
