Oil based on oil based, yes with a clean surface and lightly sanding with a 220 grit prior to re-painting and useing a quality paint you will have no problems with adhesion. For best results get a pro paint brush and depending on the consistancy of the paint, can be thinned a little for less drag and smoother results, 2 coats may be nesasary for best coverage.

Hope this helps.
