Painting over wallpaper on ceiling
My wife and I just bought an older house. We are working on stripping wallpaper on the walls (one layer of wallpaper, then paint, then more wallpaper) but they also have this on the ceiling. We started stripping that too but its just not coming off near as easy as on the walls. Is is possible to just apply a putty and sand it down around the edges where we have it stripped already and then along the seams as well? Then just primer and paint it. Thanks for any info!

As you probably know, it's almost always best to remove the wallpaper rather than paint over it. Sometimes wallpaper is hung over old plaster to hide all the cracks. The best way to paint over wallpaper is to first coat it with an oil base primer. The oil primer seals the paper so moisture from latex paint or joint compound won't dissolve the adhesive making the paper loose in spots.
To critique your plan; oil prime, repair as needed with j/c, prime repairs [either latex or oil primer] then apply 1-2 coats of your choice of latex paint.
