Cool Painting over wallpaper

We are wanting to remodel our hall and dining room. The walls are covered in a dull wallpaper that is completely stuck to the walls. There are no bubbles, rips or tears and it appears that we would have a difficult time removing the paper. There is no texture to the wallpaper. What sort of preparation do we need to do so that we can paint the wallpaper. Thank you.

I usually recomend removal of wall paper prior to painting but you can paint wallpaper, just be sure to prime with an oil based primer like Kilz to seal it so that the moisture from the wall paint you use won't soak through and loosen the wallpaper paste.
