Adhering black paint to stainless steel bolt heads -

GM to all! Just wondering if anyone knows how I might be able to adhere Black Paint to stainless 5/8 inch bolt heads. The paint keeps coming off. I tried roughing up the heads of the bolts with sand paper prior to spraying the enamel paint onto the bolt heads. Any ideas would be appreciated -

It can be difficult to get anything to stick to stainless. What type of paint are you using? what primer?
I'd probably try roughing up the stainless with sandpaper and using either an etching primer or pigmented shellac and see how that works.

I'd be changing the bolts to something that's not plated.
Going to need a high heat paint.

Why would he need high heat paint? am I missing something?
