Painting Over Textured (Sand Feel) Paint?

Hi,
In the bedroom/bath the old homeowners used a textured (sand feel) paint; what is the best way to paint over this?
Can I just paint over it with regular paing or do I have to sand the whole wall, then prime, and then paint?

Depends on what you want the finished wall to look like. Most just paint over the sand texture. It can be painted over with no issues although over time and additional coats of paint the sand texture will become more subdued.
If you want to get rid of the sand texture, scrape and skim coat with joint compound - then sand, remove dust, prime and paint.
