How to remove paint from tile

What is the best way to remove below paint from tile?

What type of paint is it? latex or oil?

Products like 'goof off' and 'oops' do a good job of softening latex paint. Denatured alcohol also works on latex. Oil base paint is more difficult although lacquer thinner should dissolve it. Worse case scenario - carefully scrape it off using most any liquid as a lubricant.

How can I know if it is oil or latex based paint? Is there a way to find it out?

Basically if the products above will soften the paint, it's latex and a little more effort with the same product will remove it.

I'd like to clarify what the tile is made of. If it's marble, ceramic, etc. a solvent like lacquer thinner will remove the paint [latex or oil] and won't harm the tile but if it's a vinyl or linoleum type floor covering - solvents may harm it!
