Small ridges in ceiling

Hi. I am in the midst of a project that involves replacing track lights with pendant lights in a ceiling. The track lights left these ridges in the paint. How do I get rid of them? The substrate is 1/2" drywall. I tried a drywall abrasive and that didn't work. Do I have to tape them? (Hope not.) Is there a blade scraper you would recommend?

There going to have to be sanded off.
Is that a textured ceiling?

It has texture, maybe only roller stipple. The easiest way to fix it is to scrape off the ridge and the add a little joint compound to level it off. You'd then need to apply a thin coat of orange peel to hide the repair. You can either thin down some j/c and roll it on or pat it on with a sponge or spray some orange peel out of an aerosol can.
