I have an old Sears & Roebuck house; the exterior is constructed from poured concrete blocks. The blocks are textured to look like stone, and don't seem to be holding paint very well. Any suggestions for preparing the surface for paint, or types of paint to use? Thanks.

First rent a pressure washer and water blast thoroughly, don't get too close as you can mark the concrete with a powerwasher. After this dries scrape any remaining loose paint, go to your local propaint store for the primer and paint. For concrete prime with a concrete/masonary primer, for block walls prime with block filler. Caulk where needed with a PAINTABLE latex caulk and paint with a quality paint, I use Sherwin Williams superpaint or A-100.

If you are worried that this may not be enough, you can use a garden sprayer with muratic acid, spray the concrete just before pressure washing according to directions, this will etch the concrete in preperation for painting or waterproofing.
