Can one paint over varnished wood by first sanding the surface and applying a primer? If so can latex paint be applied over alkyd varnish? Does it depend on the varnish? For example can paint be applied over lacquer?

I would appreciate info on systems for different scenarios. Thanks.

Yes, you can paint over varnish by lightly sanding the entire surface with a 220 grit sandpaper and useing a quality oil based primer, lightly sanding again for smoothness, caulking, etc. Latex paint can be used at this point but will not be quite as durable as oil based paint. Painting over lacquer the same way.

For advanced DIYer's with sprayers I will suggest useing white lacquer undercoater as a primer, dries very fast with exceptional sanding qualities.
