can I skip a step??

I have a wooden archway kinda thing between my living room and dining room and I'm not thrilled about the color the owners before me painted it. (We just bought this house)
I was wondering if I had to strip the existing paint off before I re-paint it, or can I skip a step and just paint right over it?
The color now is a very, very light green. I would like to paint it either off white or a light warm yellow-gold.
I am new at this!!

Don't skip any steps.

If you do you will still be unhappy. The old color will show through. But since you want to paint it a white it shouldn't feel like you are doing all the steps since everything will be white. Do make sure what you are painting on (oil or latex) then use the same for your new color. Use a good base coat (they come in white) like kilz 123 to conceal the color and lightly sand this once dryed. Now you should be ready to paint your choice of colors. Paint, dry, lightly sand, repeat. This should be enough, if not do it one more time. Good luck.
