Color Washing

I want to try a color washing technique on my bedroom/bathroom walls. Is it ok to use a semi-gloss top coat.

Semi gloss or satin is usually used as a base coat but can also be used as the actual colour wash..Any paint will be fine as long as it is treated first to give an adequate "alive time" Check out this page that explains how.
