Base coat darker or lighter with sponge painting to make room look larger?

I was told a long time ago that if you use a base coat either darker or lighter than the other colors you are sponging it will make the room appear larger and visa-versa to make room appear smaller. I don't recall which is which. Does anyone know the answer? I am planning on sponge painting a very small bathroom in different shades of blue.
I also plan to paint the trim white in either a gloss or semi-gloss, what do you recommend?

Lighter colours make for larger looking rooms generally,
so following that rule, I suppose a dark base with light effect colour sponged on is the way to go.
