Paint over Wallpaper

I bought a house and in the bathroom, there had been wallpaper that was painted over. Looks okay, but I want to change the color and in some places you can see wallpaper wrinkles and the seams are lifting up as well. Ideas on a fix? I believe the paint to be latex.

What's behind the wallpaper, plaster or dry wall? I have found that it's easier to remove the wallpaper from plaster.

Painted wallpaper is harder to remove than unpainted but IMO it's not a good idea to leave and repaint. You already have failing wallpaper paste and it will get worse. Scoring thru the paint/paper will allow you to get moisture to the paste which is water soluble.

Remove the wallpaper.

More work now but will be less work down the road.
