Paint or Stain Concrete Foundation?

I just got an estimate to have my exterior trim painted and the contractor mentioned re-painting the concrete foundation only with a concrete stain, not latex paint. My concern is that since the foundation is already painted, the stain won't adhere like it should because it won't be able to penetrate the existing paint. Also, there are areas where the existing paint has peeled off and I'm worried that the stain will absorb in those areas and nit the painted areas and will look different. I mentioned this to the contractor and he didn't seem to think it would be an issue. I'm inclined to play it safe and just have him use regular latex paint. Although I would prefer a stain so my weed whacker doesn't chip away at the newly painted foundation.

I wouldn't do either. I would use a pressure washer to remove whatever paint is there & leave it like that. Always leave a maintenance free surface maintenance free.

I assume he is talking about using a solid latex stain. While it wouldn't need a primer at the bare areas there will be a visual difference. My biggest concern would be why did the paint peel! How old is the paint job on the foundation? how many times has it been painted? If the paint has deteriorated to the point it has gotten chalky, latex coatings [stain or paint] won't adhere long term until all the chalk is either removed or otherwise addressed [Flood's EmulsaBond added to the 1st coat along with oil base primer will promote adhesion to chalk]

Solid stain can be worn off with a weedeater also.

I believe the paint is at least 8 years old. The previous owners painted it prior to putting it on the market. I personally would have left it unfinished. Most of it is in good condition, but there are a couple areas where it is peeling. The contractor made it sound like they were going to simply scrape off any loose paint and spray over what is there with a stain. I think I'll just leave it as-is. It doesn't look bad.
