Painting problem

I'm building cornhole boards and everything turns out great until my last step!

After the boards are sanded with 120 sand paper, I paint the boards with a water base primer mixed paint, which looks great!

I come back 24 hours later and apply 1 coat of interior /exterior water based polyurethane!
I pour a small amount of polyurethane on the boards and spread it around!
A week later for drying time, which seems like a long time, but as much as i put on for first coat seems reasonable.
I repeat the process and the polyurethane from the week before starts to come up in clumps, like it's desolving ( not sure desolving is the right word to say ) the poly underneath it!

The reason I'm pouring directly on the boards is to eliminate from painting 50000 coats from dipping in the can!
I've asked painters, I've asked paints shops and everyone is clueless!

Please help!

It sounds like you applied the poly too heavy. No way should it take that long for a coat of poly to dry!
I suspect the 1st heavy coat of poly wasn't completely dry and the 2nd coat rewet [dissolved] the 1st coat.

Multiple thin coats are almost always better than a single heavy coat.

I let the first coat dry for a week! Think that would be long enough!!

When a coating is applied too heavy it may never dry correctly. The top portion of a heavy layer of paint will prevent the bottom portion from curing properly.

So, I should just dip the brush in the paint can and lightly paint the boards?

I'll try that, wait till next day (24) hours and then lightly sand and repeat!

The biggest issue is dealing what is currently there. Unless it dries thoroughly any coating applied over top of it may be iffy.
