Paint peeling off...I can not tell if it is paint or wallpaper or what?

Paint peeling off...I can not tell if it is paint or wallpaper or what?

We have just moved into a house and in a couple of places the paint has peeled off and appears almost to be wallpaper? Possibly it is just really thick paint that was on non-primed sheetrock. What has me a little bamboozled is that it is textured?

The texture seems to match what's underneath. I wonder if someone painted without cleaning the dust off the walls first.

Marksr should be in soon but it looks like somebody put paint over unprimed dry wall.

Even unprimed, paint should have stuck better than that to new drywall. There was probably a contaminant on the wall with sanding dust being the leading contender.

To fix you'd want to scrape off everything that is loose, mud the transition, texture as needed, prime and paint.
