Painting over Silicone caulk

We just had our bathroom remodeled and the painter, we used, made a mistake that I am trying to correct. First off, the painter is a friend and I have had him work on the problem before without success.

During the painting phase of our remodel I was concerned about the woodwork that abuts our shower door so I asked the painter to pay particular attention to caulking in that area. What he did was put clear silicone caulk over the entire molding along the base boards that abutted the shower. It appears the caulk he used was bad because it is still tacky after several weeks. I have used Goo Gone Caulk Remover in an attempt to remove the caulk so I could repaint the woodwork. After several applications I am unable to remove all of the caulk. I have tried applying a primer (Glidden Gripper Primer Sealer #3210-1200) hoping it would provide a base that I could repaint over. That did not work.

My question is: is there anything that I can apply to this silicone covered woodwork so that I can repaint that area? The paint that I am using is Benjamin Moore Super Spec HP (#P22-1B) Urethane Alkyd Gloss Enamel.

It needs to be all scraped off by hand.
A plastic putty knife will do the least damage.

While it's best to remove the nonpaintable silicone that isn't always feasible. Apply 1-2 coats of a pigmented shellac like Zinnser's BIN. The shellac primer dries fast enough to combat the paint crawling over the silicone. You can top coat with your choice of paint once the silicone is covered with BIN.
