Dried paint drips

I'm repainting a wall. I used a razor to cut off some old paint drips but I'm left with a rough surface where they were. I tried sanding but it didn't help. When I paint over this I'm afraid it's going to look jagged. Is there any way to smooth this out?

Joint compound, then more sanding.

Yep, either j/c or spackling is needed to fill in those low spots. After drying the repair will need sanding and priming.

How to clean/touch up paint seepage over caulk?

My bathroom was just recently remodeled and there is a thin line of paintable caulk between the tile of the shower and the surrounding drywall of the walls and ceiling. After painting, there is a little paint seepage over the wall onto the caulk in places. What is the best way to touch this up? Removing the paint seems tricky and might possibly damage the caulk or existing paint. Caulking over the original caulk seems the best but I realize there will be bonding issues. Any ideas? Thanks in advance for your advice.

Does anyone know what causes this? They are little bumps and there are quite a lot. It doesn't look like a paint drip. They are on both walls and ceilings. Thanks
