This is a recipe for painting over wall paper:
Glazing products can be found at your near by home improvement center. To tone
down loud paper try this formula: -glass jar
-3oz glazing liquid (doesn't have to be exact)
-1Tbsp of linseed oil (about)
-2Tbsp of paint thinner (about)
-3oz oil paint
(I suggest white to tone down color)
-stir to blend
This creates an opaque glaze so you will beable to still see the color you already
have but toned down. A creamy appearance. The liquid should be like cream
(thickness). Apply this someplace where you can check the results before doing the
whole room. If its not toned down enough add more paint (a little at a time), test
again. Repeat till you are happy with results. Using a brush to apply (don't be
sparing or be afraid of drips). Do small sections at a time. Then with a roller go back
over it, be sure to roll evenly so you don't leave lines behind. The roller will also give
your wall a slight texture.
Be sure that paper is secure.
