Painting over wallpaper

In general.... Don't do it.
I have had to deal with wall paper and painted wallpaper in at least 3 of my old houses. Most cases I had a few choice words for the wall paper.
This last house, they used very heavy, almost canvas wall paper in a lot of places. Was able to remove an entire room covered in a mural from Paris in about an hour.

Lots of people have done it and it generally works out poorly in the long run. Remove the wallpaper and repair the drywall, as necessary, before applying paint.

As noted above painting wallpaper isn't a great idea but if you do it's best to first coat it with an oil base primer. The oil primer should prevent the moisture in latex paint from dissolving the wallpaper adhesive.
