Need help with wall primer

I have wallboard in an older trailer that is covered with some kind of paper to make it look like paneling, dark paneling. I want to paint over this.

In addition I am on oxygen and must have something with low or no VOC.

Can someone recommend an effective primer that will work for me? Or even better, is there a paint and primer combination that would work?

I'm trying to determine just what you have, is it 1/4" drywall with a vinyl wallpaper face? [typical of MHs built since 1980] If so, a pigmented shellac primer like Zinnser's BIN would be best but that won't be in your low VOC guideline. They do sell some latex high grip primers but I'm not very familiar with them. Primer in the paint is more marketing ploy than fact, you need a separate primer. It will need 1 coat of primer and 1-2 coats of your choice of finish.
