painting over silicone caulk?

The a/c installer used silicone inside to hide a gap between wall and his tube run ( vinyl raceway enclosure).
Can this be painted? If not, is there anything I can do?

I have not tried to paint it yet, but it will soon come up as we paint our way thru the house. Oh such fun!

You have to give it a couple coats of Zinsser BIN pigmented shellac primer. Then it will hold paint. Would have been better if he didnt use silicone.

I agree, pigmented shellac dries quick enough so the primer doesn't have time to crawl. After a few coats of BIN the silicone should be covered and your paint will adhere to the BIN.
