Help with Paint!

I'm having to fix some shabby paint work on prefabricated walls. These walls are like thin sheetrock with paper-like covering. I will say it is probably vinyl. My brother painted these walls with 1 coat of latex (I believe) paint. I would like to paint over them since there's no way to restore the original wall. I'm wanting to go with textured paint (possibly Ralph Lauren denim). What do I need to do to prepare the walls? Sanding, stripping, priming? Thanks to anybody who can help.

The general rule is, if the current coating is well adhered, you're safe to paint over it. Determine if your brother's paint is stuck. Place some masking tape over an inconspicuous place and remove it after a few minutes. If no paint comes off, you're probably set to go.
