Kitchen walls

I am planning to paint my kitchen with a paint suitable for kitchen use. My white glossy walls currently shows some areas that have flaked off revealing the older paint (possibly due to the wall not prepped properly by the previous owner?) What do I do so that my paint will not easily flake off? Do I need to seal it or just sand it lightly prior to painting to avoid the flaking paint? Thank you for your help

A light sanding with medium or fine grade paper will probably do the trick. also feather the areas where the chips are so you cannot feel a ridge.
