Question

How would you know if the paint on some old windows would be lead based? Is there a test or is it just based on how old the house is. If it is lead, how tricky is it to do yourself in a safe manner?

you can buy a lead test kit from your local paint store. Their reliability is questioned by some (follow the money)or you can send samples off for analysis (find the money).

As far as removal on woodwork, the big trick is to keep the dust down. Coarse scraping will get a bunch of it, but you risk damaging the wood. I'd recommend a stripper called Peel Away. http://www.peelaway.com Usually available from your Sherwin Williams store. It goes on wet, stays covered, removed wet or barely dry and no dust, no fumes, no worries.
