Flat paint over gloss

Have moved into a home where someone has used
gloss paint to touch up some walls that were
painted with a flat paint. I want to cover this
with flat paint is it okay to clean the wall and
just paint directly with flat?

No, not really. Scrub the shiny areas with TSP (or substitute) and sand lightly; there is also a product called Liquid Sand, but I have never used it. Wipe down thoroughly. People will tell you that you do not have to do this; they are wrong. Actually, it's not much more work than prepping any wall for painting, but you really do have to rough up the glossy areas.

Good answer....also, the gloss basecoat may cause a 'flash' through the flat topcoat....best in my opinion to prime that one wall first, better still the whole room ( as the job will look better and you'll use less paint) and the you be pleased.
