Unhappy exterior painting prep for old wood siding

i have an old home that has been painted many times. I have two questions. what is the safest and most effective way to remove old caulk and blistered (paint clumps that look like alligator skin) from the house before i paint. it's a huge project and i have been using a heat gun...which slow but effective but it may be vaporing lead into the air (and into me!)

and...are the any products out there for painting at great heights?
my home is about 28 feet at the peak...

thanks gf

1. a blow torch is faster than a heat gun (paint stripper is safer/but slower and messy
2. yes a ladder!sorry if painting walls try a roller extension arm-but you will still have to use a ladder for the cutting in)or hire a magic carpet(a motorised extending platform),cherry picker,or a scaffold tower.

ps lead paint fumes/dust kill.once your body absorbs lead it never goes away, it acumlates WEAR A MASK it was banned for a good reason
