Question Painting over oil-paint

The previous owner of my house painted water-based paint over oil-based paint on the eaves, but the paints are peeling off. Can someone suggest a primer/paint (I prefer water-based since it is easier to handle) that I could use that wouldn't peel from the oil-based paint. I live in Hawaii, the eaves could get very hot in the summer.

A separate question, would anyone recommend water-based Kilz Primer as an exterior primer for the house. If not, what should I use?

Bullseye 1-2-3 by Zinsser (water-based) is very good...Fresh Start by Benjamin Moore also will do the job. The old failing paint must be removed first. Ideal conditions would be 50-80 degrees, as low a humidity as you can hope for there, do not paint in direct sunlight and if the surface is too warm for your hand, wait and paint later. Good luck.
