Exclamation Exterior Paint Prepping

I am prepping the outside of my home for painting. The exterior is 4" concrete block. I have pressure washed the house and the previous paint job (top coat) began coming off with less than 2000 psi pressure. I have some mold behind the topcoat, so I sprayed the surface with a water & bleach solution.

Big question? What's the best way to get the rest of the surface ready as many places other layers are pealed off? Should I use a wire brush on a 4" angle grinder? Orbital sander with scotchbrite discs?

Do I try to remove all of the paint or just feather in the pealed areas to the adjacent surfaces?

It sounds as if you're using the right technique now. Don't go too hard at it though so as to damage the surface but you want off what will come off. Then prime and paint.
