botchy paint
I applied Kilz primer on soiled areas. A few weeks later, I applied a latex satin paint. When wall dry, the areas that were prime are shiny and botchy. What do I use to fix this problem.

You should have primed the entire wall. By priming only in spots, you created a smooth surface just in that area. Your only option at this point is to repaint. Lightly sand the shiny areas, then recoat with your satin paint.
