1 by 3's / paneling

I have just put up foam insulation in my basement. I wanted to know if it would be safe enough to build a wall with the 1 by 3's and put paneling on that.

I take it that you are referring to placing the 1x3 on the foam insulation and then add drywall, right? Use at least 2x3s @ 24" O.C.with single top & treated bottom plate. Then you can secure the wall to the floor and joists.

You should check your local building codes, this is where what is safe may not be right shoddy construction does not help any one and as was stated before is minimum and you can pannel over the sheetrock............Have Fun.....
