Exterior sealer for t1-11 paneling

I have t1-11 panel siding on my CA house and I have notices very small vertical cracks along the bottom in the back. I bought the house last year and there were plants up against the house. I have cleared the plants and lowered the soil. The paneling doesn't feel like it is soft (dry rot) so I've decided to seal it and repaint. What is a good sealer and how do I get it to penetrate? Will a exterior primer do the trick?

It would be good to clean the bottom of the siding and prime and paint it to seal the bottom edge. Wash with bleach 25% in water with some tide. Use an exterior primer such as Zinsser 123 and a couple of coats of exterior paint.

Thanks. I'll clean and prine first anf then put on some good paint by brush.
