T&G Pine Paneling in a time-crunch

I am putting up t&g pine plank paneling as we are remodeling our circa 1900 home. The wall where it's going is an interior stud wall that has been covered only with paneling then wallpaper over that. We are on an extreme time budget.

My question is: how to quickly prepare the wall to take the plank paneling? Can I glue & nail the paneling over the old wallpapered paneling? Do I strip the wallpaper then apply the planks directly to the paneling? Or do I need to completely remove the old down to the studs and install drywall (this sounds extremely time-consuming...)

Considering that outlets and trim may have to moved, nailing the T&G over the existing wall may be the fastest. Otherwise, I would tear off the old wall to avoid having to move all the outlets and re-cut the trim.
