Chair rail

How do I install chair rail (and mullion strips along the cieling over wall paper) to a plaster board wall? Do I insert molybolts and <screw> the railing to the wall; or do I just glue the rail to the wall , over the wallpaper? Thanks.l

you would locate the studs and secure the trim to the studs with finish nails. You would only use construction adhesive (and use the glue sparingly) on the back of the trim- if it was *absolutely* necessary. (such as if there was no framing in some area where you absolutely needed to nail)
