Paper Paneling

Paper Paneling

We have some paneling in a small room that actually has paper on it - made to look like wood grain.
I made a mistake trying to wash it once and quickly found out that doesn't work.
Would it be safe to try to paint it? Should I possibly peel all the paper off first?
It's in good condition, no tears or peeling but I want to clean or paint it somehow.

So does the paper dissolve when you tried to wash it? If so, it would likely dissolve with latex paint. Maybe wet it down and peel/scrape off the paper, sand, prime and paint.

Yes, it dissolves. I put a small hole in it when I tried to wash it.

The only possible way to save that 'paper' finish and paint would be to apply an oil base primer first.

Zinnser Cover Stain should work then? Can't hurt to try it I guess, at the worst I have to peel it all off!

I have some scraps of it so maybe I'll experiment first.
