Old paneling adhesive removal?

I recently removed the paneling and backsplash from my 1947 kitchen and found some type of adhesive behind it. Almost looks like a felt paper glued to the wall. It doesn't really scrape off, just kind of comes off in flakes. It may have asbestos in it so my original plan was to just go over it with new paneling but it might cause a problem with the backsplash above the counter being that it's not a smooth surface. Any suggestions on removal? Walls are plaster
