installing paneling

I want to put paneling in my laundry room. There is old paneling there now,I want to remove and replace with new. My problem is there is only paneling half way to the ceciling as the bottom half is cement block on two walls. My question is how do I attach furring to the blocks and make it level with the upper half of the wall?

Is the old paneling smooth and even with the block?
You can install new paneling over the whole nine yards by using a good adhesive (as long as the old paneling is not buckled, and the block is dry) instead of furring strips and nails.

Paneling not even.
Hey Mike,
Thanks for the help but the paneling is only to the top of the blocks and I want to do some wiring changes anyway. The 2x4 on top of the blocks hangs over about 1/4" so it seems my only answer is to use furing but as you may have guessed by now I am new at this stuff and am in a learning stage. If you can give any more help it would be greatly appreciated.
