I'm adding a few shelves to the back of my garage for storing large, moderately heavy items. My plan is to support the front of the shelves with 2x4's bolted to the exposed 2x10 ceiling joists, allowing the cars to park beneath.
Unfortunately, one of the ceiling joists is about 10 to 15 degrees off of vertical.
How can I attach a 2x4 to this joist and have the 2x4 remain plumb?

I'd try to sister in another board between you joist and the shelf support. Since it's only off a little, this might not work. But maybe take a small length of 1" thick board and see if that'll sandwich in enough anywhere along the line to allow you a nice clean attachment of the shelf support to the joist. If not, there's always shims! Just make sure you're bolted in snug enough that the shims will hold.
